The HP documentation guides you through how to deploy an app to the emulator, but I could not find any documentation on how to deploy the app to the device. Here are the steps to deploy to the actual Touchpad:
From the root of your development directory, and from the command prompt, type:
palm-install -d usb com.palm.app.stylematters_0.9.1_all.ipk
and to launch it:
palm-launch -d usb stylematters
